Reston Civic Core

In May 2022, Norton Scott submitted a proposal to Fairfax County to redevelop a key block of Reston Town Center North into a brand-new, mixed-use development that would include a new Reston Regional Library, homeless shelter, and over 350 Affordable Dwelling Units. The proposal also includes plans for a possible performing arts center, consolidated County office building, supportive housing units, and mixed-income residential, anchored by a grand civic plaza.

The essence of the proposal honors the founding vision for Reston as a lively community with a live, work, and play concept. The development plan envisions a vibrant mixed-use development with memorable and modern architecture with sustainability at the forefront. The proposal provides for two potential development options, one centered on a civic plaza and one providing for an extension of Library Street. In both instances, the conceptual plans propose a distinctive and new pedestrian gateway between the Urban Town Center and Reston Town Center North.

The rendering above illustrates the envisioned Plan A, with 39,000 square foot Regional Public Library Building and the pedestrian-focused gateway to RTC North.

In Plan B, Library Street is extended to allow for vehicular traffic between the existing Reston Town Center and RTC North. A new regional library and flex community space are situated on the ground floor of a mid rise, fully affordable residential building. Both plans provide direct access to main roads in Reston and would be in walking distance to the new Reston Town Center Metro station.

Both Plan A and Plan B envision the redevelopment of these parcels as a vibrant, mixed use communities that sets the bar for high quality design with the broadest possible accessibility and sustainability elements. Reston Civic Core proposal presents a rare opportunity to combine civic, residential, office, retail and social service uses in a thoughtful and integrated way.
